After research and demonstration, the State Council has decided to further adjust the product catalog for implementing industrial product production license management, cancel the management of 19 types of industrial product production licenses, transfer the management of 3 types of industrial products from implementing production license management to implementing mandatory product certification management, and delegate the management authority of 8 types of industrial product production licenses from the General Administration of Quality Supervision, Inspection and Quarantine to the quality and technical supervision department of the provincial people's government. After adjustment, a total of 38 categories of products will continue to be subject to industrial product production license management, including 19 categories implemented by the General Administration of Quality Supervision, Inspection and Quarantine and 19 categories implemented by the quality and technical supervision department of the provincial people's government.

For products that continue to implement industrial product production license management, in order to improve approval efficiency and reduce enterprise certification costs, the General Administration of Quality Supervision, Inspection and Quarantine will organize relevant regions and industries to implement simplified production license approval procedures in accordance with the relevant provisions of the Administrative Licensing Law of the People's Republic of China. Firstly, product inspection before issuance will be cancelled, and enterprises will submit qualified product inspection reports issued by qualified inspection and testing institutions. The second is post site inspection. After the enterprise submits the application and product inspection report and makes a commitment to ensure product quality and safety, and passes the formal inspection, it can first obtain the production license and then undergo on-site inspection. For enterprises that obtain evidence through simplified procedures, if it is found during subsequent supervision and inspection that the product inspection or production conditions do not meet the requirements, the issuing department shall revoke the production license in accordance with the law.

All regions and relevant departments should urgently implement and connect the adjustment of the industrial product production license management catalog and the trial of simplified approval procedures, accelerate the construction of supporting regulations and systems, ensure funding, improve relevant technical standards, and steadily implement the transition from production license management to mandatory product certification management for related products. We must adhere to the combination of regulation and supervision, strengthen in-process and post event supervision, increase the intensity of spot checks in accordance with the "double random, one public" method, increase the frequency and variety of spot checks, expand the coverage of spot checks, and achieve full coverage of spot checks for the products that have been cancelled from production license management this time. To urge enterprises to fulfill their main responsibilities and ensure the implementation of industrial product quality and safety responsibilities. The State Council will revise relevant administrative regulations in a timely manner based on the implementation of simplified approval procedures.
